Artificial intelligence and public services: the CNIL publishes the results of its “sandbox”

18 April 2025

The CNIL publishes the recommendations made to the actors accompanied during the “sandbox” of 2023-2024 dedicated to AI projects for public services. The aim is to enable all the concerned ecosystems, to benefit from these recommendations by supporting innovation.

The “sandbox”: personalized support for innovative projects

The CNIL's “sandbox” is a personalized support program for actors seeking advice on deploying an innovative project. It allows to benefit from the CNIL’s support and expertise on emerging legal and technical issues.

For its 3rd edition, the “sandbox” was dedicated to projects integrating artificial intelligence and aimed at improving public services.

This program is part of the CNIL's commitment to supporting the development of AI that respects data subject, and to building appropriate regulation in conjunction with the relevant stakeholders.

The results of the work done with the project leaders

For 6 months, the CNIL teams provided regular legal and technical support to project sponsors, focusing on jointly defined priority issues.

During this support phase, the teams worked on the challenges of building a database for learning purposes, the notion of human intervention, data minimization in generative AI, and a new type of video.

The joint work and the many exchanges made it possible to identify several lessons that may be useful to other stakeholders involved in deploying artificial intelligence projects applied to public services.

The CNIL therefore publishes these main lessons so that innovators in the sector can benefit from them for their own projects.
